Think of it like a country’s “budget breathing room” - how much it can invest in things like climate action, healthcare, or cash transfer programs without going into risky debt or cutting essential services.
Example: If a government identifies new revenue from a carbon tax, that money creates fiscal space for funding climate resilience or basic income programs.
